Moving a manufactured home in Oklahoma

The Oklahoma Used Motor Vehicle, Dismantler, and Manufactured Housing Commission licenses manufactured home installers under Chapter 37 of its Title 765 rules.

Who licenses installers in Oklahoma

The Commission's installer rules cite 47 O.S. Section 582(E) as their statutory authority, per the Title 765 rules PDF.

Oklahoma's rules say a dealer that uses an installer not licensed by the Commission is liable for the penalties tied to that unlicensed activity.

Installer license

The person with supervisory authority over an installation business must attend a qualified education program before the Commission licenses the business (OAC 765:37-3-5).

The Commission's installer insurance certificate form requires at least $25,000 of general liability with products and completed operations coverage.

An applicant may not do installation business in Oklahoma until the Commission has issued the license (OAC 765:37-3-4).

Installer licenses expire on December 31 of the odd-numbered year after issue (OAC 765:37-3-6).

Permits to move the home

ODOT's size and weight permit fee schedule lists $40.00 for a manufactured home, modular home or house permit under single trip or monthly permits.

ODOT's size and weight page says oversize movement is limited to daylight hours, from 30 minutes before sunrise to 30 minutes after sunset.

Oversize loads may not use the Interstate System in Cleveland, Oklahoma and Tulsa counties during weekday rush hours, per ODOT.

Under OAC 730:50-5-19, homes at least 12 but not over 14 feet wide need a front escort on two-lane roads and a rear escort on multi-lane highways.

Homes more than 14 and up to 18 feet wide need both front and rear escorts on two-lane roads, per OAC 730:50-5-19.

A home 12 feet wide or more must be towed by a truck of at least two ton capacity, per OAC 730:50-5-19.

Title and taxes before the move

Oklahoma Tax Commission rule 710:10-9-17 requires ad valorem taxes and special assessments to be paid before a home moves, even within the same county.

OTC rule 710:10-9-7 says no permit to move a manufactured home is issued without current registration and decal, with listed exceptions for dealer and transporter tags.

A current OTC Form 936 with the current year decal affixed can serve as the tax paid evidence for the move permit.

Installation standards

OAC 765:37-7-1 requires new homes installed in Oklahoma to follow HUD's Model Installation Standards (24 CFR 3285) or DAPIA approved manufacturer instructions.

The set-up inspection form for a new installation is due within 30 days and must be approved by a certified inspector, local authority or licensed engineer.

After installing, the licensed installer places a label with name, license number and installation date near the breaker box or the HUD label.

For used homes installed under Oklahoma's generic set, ties may be no more than 11 feet apart on a side.

Anchors for used homes must resist a total load of at least 4,725 pounds under OAC 765:37-7-4.

The Commission may inspect installations at random or systematically to check compliance with installation standards.

Checking a license

The Commission home page links to a public license search, labeled for licensed dealers. The page does not say whether installers appear in it.

Oklahoma installer license numbers start with I, then five digits and the license year, which helps when checking a number.

Complaints and recovery

The Commission's consumer FAQ says complaints about a new home should be filed during the first year after installation or purchase.

The FAQ tells owners to contact the dealer, manufacturer or installer first.
