Moving a manufactured home in Arkansas
The Arkansas Manufactured Home Commission, part of the Department of Labor and Licensing, licenses manufacturers, retailers, installers and salespersons.
Who licenses installers in Arkansas
The Commission was created by Act 419 of 1977, per its rules (066.01.24 Ark. Code R. 001, as hosted by Cornell LII).
The Commission is approved by HUD to enforce the federal construction standards and procedural regulations in Arkansas.

Installer license
New installer applicants must complete a Commission approved training course and pass an exam on laws, rules and installation skills.
The original installer license and each annual renewal cost $250.00 under the Commission rules.
Installers also deposit a $2,500 assessment into the Manufactured Housing Recovery Fund.
An initial installer license becomes a full license only after Commission staff inspect at least three of the installer's jobs and find them in substantial compliance.
Renewing installers must complete a Commission approved continuing education course once every 36 months.

Permits to move the home
Arkansas highway permit rules require a permit for each continuous movement of a manufactured home unit wider than 8 feet or longer than 60 feet. This is the version hosted by Cornell LII (001.00.14); ArDOT's current rule file is on a host we could not read.
Cities and counties may not require their own permits, bonds, fees or licenses for a manufactured home move permitted by the state.
The rule lists a $17.00 fee for homes over 8 feet up to 16 feet 6 inches wide, and $150.00 above that width.
On roads other than four-lane divided highways, homes over 12 feet and up to 14 feet 6 inches wide need one escort in front.
Homes wider than 14 feet 6 inches need two escorts, one in front and one behind.
No special permit is issued for a home over 18 feet wide, and a towing vehicle may not exceed 55 mph.

Title and taxes before the move
An owner may get a permit to move a personal home up to 12 feet wide by showing acceptable insurance and title, per the hosted ArDOT rule.
The Commission refers home title questions to the Arkansas Department of Finance and Administration motor vehicle title division.
A Department of Finance and Administration regulation (1991) says sales of new and used mobile homes are subject to sales or use tax.

Installation standards
New single and multi-section homes must be installed to the manufacturer's installation instructions.
Used homes must be installed to the Commission's own installation specifications.
Installers buy a permit decal from the Commission and must fix it to each new home within 10 days of delivery.
Anchors, straps and clips must be new and may not be reused.
All single section homes must be anchored with diagonal frame straps in addition to any over-the-top straps.

The Commission runs a Licensee Portal that lists licensed installers, retailers and manufacturers.

Complaints and recovery
Complaints against installers, retailers or manufacturers go to the Commission on its own forms.
If a violation is not corrected within 90 days of the Commission's decision, the Recovery Fund can pay actual repair cost up to $10,000 per violation.
The fund's total exposure for any one installer is capped at $12,500.
Awards are limited to the actual cost of repairs and exclude attorney fees.
