Choosing a licensed installer

What to check

TDHCA notes that if an unlicensed installer goes out of business, the owner cannot make warranty claims.

HUD publishes a list of the installers it licenses for HUD-administered states.

Oklahoma requires dealers to keep the installer contract or invoice with the installer's license number, a good document for owners to ask for too.

The license to ask for, by state

Oklahoma: The person with supervisory authority over an installation business must attend a qualified education program before the Commission licenses the business (OAC 765:37-3-5).

Arkansas: New installer applicants must complete a Commission approved training course and pass an exam on laws, rules and installation skills.

Texas: Every applicant must take the 8-hour Core Licensing Education Class and pass an exam.

Tennessee: An installer applicant pays a nonrefundable $25.00 application fee.

Missouri: Anyone who installs new manufactured homes in Missouri needs a PSC license.

Warranties to ask about

Texas installers must give a written warranty that the installation met state standards. Claims sent more than two years after the later of purchase or installation are not covered unless the warranty says longer.

For a new home, the retailer gives the installation warranty, and if it subcontracts a licensed installer, both are responsible.

The Texas retailer of a new home must deliver a copy of the installer's warranty within 30 days of installation.

Ask the mover about permits

Ask who will hold the move permit. Texas checks the mover's USDOT number before issuing, and Tennessee issues permits only to the home's owner or the carrier.

Ask for proof of insurance. Tennessee requires at least $1,000,000 per occurrence from anyone transporting a mobile home.
