How to title a mobile home in Texas
Texas does not title manufactured homes. TDHCA issues a Statement of Ownership for $55.00, due within 60 days of a sale or move, and a moved home needs a copy of the TxDMV permit.
Statement of Ownership, not a title
Texas no longer issues manufactured home titles. Since 2003 the Statement of Ownership is the document that shows who owns the home and what liens are recorded.
Every Statement of Ownership is issued by the TDHCA Manufactured Housing Division in Austin. Visiting in person does not speed it up.
Ownership does not pass at a sale until a completed Application for Statement of Ownership is filed with the department.
Deadlines after a sale or move
The application is due within 60 days of any sale or relocation of the home.
TDHCA's application instructions say a change of location for a home kept as personal property must be recorded within 30 days after relocation. The FAQ gives 60 days, so 30 days is the shorter of the two published deadlines.
Since June 1, 2026, a seller who files the application and fee after the 60th day from the sale is charged a $100 late fee.
A complete application takes up to 15 business days to process. An incomplete one triggers a Request for Additional Information and a longer wait.

What to send
For a change of location, send the application, lien releases or lienholder consent if there is a lien, a copy of the TxDMV moving permit, and the $55 fee.
Any lienholder must be paid off or give written consent before the move.
If the home sold within the previous 18 months, include a tax statement or a "paid in full" receipt from the tax assessor collector showing no personal property taxes are due, referencing the HUD label or serial number.
If a past move had no permit, TDHCA accepts a tax certificate from the county where the home used to be, showing no taxes due. Any taxes owed must be paid.

Fees
Issuing a Statement of Ownership costs $55.00, for any transaction that changes the information on it.
A Texas Seal for a home with no HUD label costs $35.00 per section.
The late submission fee for a Statement of Ownership application is $100.00.
Priority handling costs $55.00, and a certified copy of a Statement of Ownership is free on request.
Fees must be paid by certified funds, cashier's check or money order payable to TDHCA-MHD, and are not refundable.

Taxes and liens
Tax liens on manufactured homes are recorded with TDHCA under Tax Code Section 32.03, so its records show unpaid taxes.
A manufactured home is personal property unless the owner elects real property on the application and records it with the county clerk.
State law requires a HUD label or a Texas Seal on the home before it is sold to a consumer.
